By contributing deep health technology expertise, including AI-enabled revenue cycle interoperability, as well as related health innovation data and insights, XiFin aims to bring real-world knowledge and perspectives to bear in discussions that will shape the future of healthcare delivery. Specifically, XiFin seeks to engage fellow health care leaders in supporting efforts that expand, improve, and preserve access to pharmacist-delivered care.
XiFin Joins National Coalition at Critical Time for ECAPS Legislation Passage
Despite growing national recognition of pharmacists’ role in care delivery, Medicare beneficiaries still lack access to certain pharmacist-provided services already authorized under state law and available to other patient populations. XiFin joins the Coalition at a critical time as Congress considers closing this gap with the Ensuring Community Access to Pharmacist Services Act (ECAPS, H.R. 3164 / S. 2426). ECAPS would leverage pharmacy access for better health and lower costs, by enabling Medicare reimbursement for pharmacist-provided testing and treatment for certain specific respiratory conditions, including flu, strep, and RSV, in states that already authorize pharmacists to perform these services.
“As a leader in transforming healthcare delivery through AI-powered technology solutions, XiFin has been a long-time advocate on behalf of pharmacists, who are increasingly on the front lines of delivering critical healthcare services, particularly in rural and other underserved communities. XiFin joining the Future of Pharmacy Care Coalition is the natural next step in supporting a more connected and resilient healthcare system that enables pharmacists to contribute fully within authorized models of care,” said David Pope, PharmD, Chief Pharmacy Officer at XiFin. “As policy and reimbursement models evolve, it is essential to establish scalable frameworks that enable pharmacists to deliver and be reimbursed for clinical services efficiently and sustainably, so that healthcare consumers can achieve improved healthcare outcomes. Policies such as ECAPS legislation currently under consideration in Congress, would broaden revenue opportunities for pharmacies to support financial growth, allowing them to continue to serve their communities.”
As a Coalition member, XiFin will continue to share industry-trusted data and insights to support FPCC advocacy and engagement efforts. XiFin’s participation in the coalition underscores the company’s commitment to and advocacy for pharmacists as essential healthcare providers.
“Momentum continues to build behind ECAPS because policymakers increasingly recognize that the legislation provides an elegant solution to two key challenges. ECAPS helps enable timely access to essential pharmacy services by seniors, particularly in rural areas, thereby reducing unnecessary strain on the broader healthcare system. At the same time, ECAPS addresses the marketplace by providing financial opportunities for pharmacies to continue serving their communities,” said Bob Siggins, Executive Director of the Future of Pharmacy Care Coalition. “The Coalition welcomes XiFin to this important effort. XiFin serves more than half of pharmacies in the country and is uniquely positioned to bring technology considerations, deep pharmacy expertise, and meaningful insights that add an important perspective as the Coalition works to advance sustainable frameworks that support pharmacist-provided clinical services.”
XiFin Lends Advocacy Expertise to PICSA and Pharmacy500
XiFin engages in a range of activities aimed at preparing pharmacies to be able to deliver and get reimbursed for clinical services that are critical in an accessible, strong, and resilient healthcare system. To address challenges facing pharmacist-led care, XiFin joined the Pharmacy Interoperability and Clinical Services Alliance (PICSA), also known as The Alliance for Pharmacy Interoperability and Clinical Services (APICS), at the end of 2025. As an Alliance member, XiFin works to reduce fragmentation of healthcare services and advance pharmacy interoperability, with the ultimate goal of enhancing care and improving the patient experience. PICSA was founded by Leavitt Partners, an HMA Company.
As pharmacists and pharmacies face growing demands to deliver more accessible, connected, and clinically integrated care, XiFin’s role in supporting evolving operational and reimbursement needs was recently recognized by RXinsider through inclusion in the 2026 Pharmacy500. The distinction honors 500 pharmacy operations, supply chain businesses, and associations that significantly impacted dispensing pharmacies in the U.S. over the past year.
XiFin, and more specifically its XiFin® Empower AI RCM ecosystem, was cited for helping specialty pharmacies address the high-complexity and high-value medical billing environments. The interoperable Empower AI ecosystem is designed to bring intelligence across the revenue cycle, from patient registration and eligibility verification to clinical documentation and billing, helping pharmacies operate more efficiently while improving reimbursement outcomes.
XiFin’s participation in the Future of Pharmacy Care Coalition builds on broader company efforts to support the evolution of pharmacy care delivery through research, advocacy, and operational innovation. The company’s Pharmacy Transformation Outlook research has documented growing industry recognition that pharmacists are increasingly helping fill care gaps, expand access to clinical services, and support chronic disease management, while also highlighting the operational and reimbursement barriers that remain.
